Notes: The new cell from Bilash is being combined with a previously on-hold cell from Pouille. This neuron type clearly does not have A:SO, which distinguishes it from the other types.
N = 2
I am leaning toward yes because of the PCL rule, since there appears to be sufficient axons branching in SP. However, because the PCL rule states that we do not count the dendrites in SP, this should be 0312 not 0332. - DWW 05/12/2023

I'm in agreement with you and lean towards yes. Given the PCL rule, we can discount the fact that the Pouille cell seemed to have the dendrites just passing through SP, whereas the Bilash cell has its dendrites clearly branching within SP. So 0312 I am in agreement with for both cells. - JDK 05/12/2023
